For the third consecutive year, Alexandrina Dimitrova, The Cedar Foundation’s Executive Director has authored the section on Bulgaria’s deinstitutionalization in the National Network for Children’s “Report Card 2018.” The report follows the development of the commitments of the Bulgarian government to protect the rights of children and to ensure their wellbeing. In a meeting with the Labor and Social Policies Minister, Mr. Biser Petkov, his team and the chair of the State Agency for Child Protection, Dr. Eleonora Lilova, Ms. Dimitrova emphasized the necessity of the rise of the standards for the financing of family-type homes. This increase is essential in order to attract and sustain motivated teams who would give round-the-clock quality care to the Bulgarian children and youths in greatest need. At the time of writing, the financial standard granted by the government is exceedingly insufficient for the employment of the minimum personnel and for ensuring adequate pay for their work. This puts more than 3000 children and youths who live in family-type homes under risk.
